Raw speed data 1/2: raw speed of incremental encoders 1 and 2 in pulses
per 12.52 ms (2 pulses per increment, i.e. per revolution of the incremental
encoder). This value is signed (two's complement): positive values represent
a forward movement and negative values represent reverse movement. This
value is generated by the speed encoder evaluation circuitry in the S3000.
