Safety measures (to be carried out by the owner)
It is expressly up to the owner:
• to instruct its operating and maintenance personnel about the safety features;
• to monitor compliance with safety measures;
• to ensure that the danger area of the plant is kept inaccessible to unauthorised
personnel (not operating and maintenance personnel).
These operating instructions are to be returned for future reference.
The frequency of inspections and controls must be complied with.
The procedures described here are designed so as to make sense
• in the chapters on operation and operating modes, they are understood by an
instructed person
• to a specialist in the sections on Transport, Setup and Installation, Maintenance, and
Troubleshooting.
The sections on Transport, Setup and Installation, Maintenance, and Troubleshooting
are only intended for specialists. Procedures described in these sections may only be
performed by specialist personnel.
2.4.1
Trained person
A person who receives instructions and, where necessary, training from a specialist about
the duties which are assigned to him or her and about the possible hazards of incorrect use
and who has been advised about the necessary safety features and measures.
2.4.2
Specialist
A person with appropriate training, schooling and experience enabling him or her to identify
risks and avert danger. Definition based on EN 60204-1:2006.
2.5
Duties of the owner
NOTE
The owner must obtain any local operating permits required and observe the provisions
contained therein.
In addition to this, it must observe local laws and regulations on:
• ensure personnel safety (employers' insurance association and accident prevention
regulations, workplace directives), e.g. operating instructions, including those in
accordance with s. 20 Hazardous Substances Ordinance (GefStoffV), personal
protective equipment (PPE)), health screening;
• safety of work materials and tools (protective equipment, work instructions, procedural
risks and maintenance);
• product procurement (safety data sheets, list of hazardous substances);
• disposal of products (Waste Act);
• disposal of materials (decommissioning, Waste Act);
• cleaning (detergents and disposal);
• as well as comply with current environment protection regulations.

Within the EEA (European Economic Area), national transposition of the framework
directive (89/391/EEC) and corresponding individual directives, in particular the
directive (89/655/EEC) concerning the minimum safety and health requirements for the
use of work equipment by workers at work, as amended, are to be observed and
adhered to.
The Industrial Safety Ordinance of October 2002 must be observed in Germany
(transposition of the above directive into national legislation).
