Open the network streamings
Note: This request requires viewer access privilege
Syntax:
For http push server (mjpeg):
http://<servername>/<network_http_s<0~m-1>_accessname>
For rtsp (mp4), user needs to input the url below for a rtsp compatible player.
rtsp://<servername>/<network_rtsp_s<0~m-1>_accessname>
"m" is the stream number.

comma separates the commands by 200 milliseconds.
yes: receive data buffer of COM port will be cleared before read.
no: do not clear the receive data buffer.
